No vet could possibly look at this horse and call it "fine". Even in my benighted state, this horse would be prime for impoundment by the livestock board. No, this person shouldn't own any horses and if he actually got the horse in this shape from someone else, neither should THEY.
If politeness doesn't work in short order, I sure hope someone contacts whatever is the proper agency to get this horse out of such a sad situation.
