time to send this photo to USEF? (we know AHA would do nothing about it)

 

Is there actually anything that's not legal going on here though?  I see that the flash is too tight, and it's not how I like training a horse, but the draw reins are legal for training as far as I know, the martingale is legal and she's using a snaffle.  I'm not defending her, I think it's pretty pitiful, but is there anything actionable?

Nope, never said anything about it being humane.  The rub comes in where the person who's doing it, isn't right, but technically they aren't wrong either.  Piss poor horsemanship and I would not allow it on one of my horses but......enforcement action wise?  I don't know if anything could actually be done.

Some of the comments...."you don't know what kind of bit is in the horse's mouth, it could be a western snaffle " that would be a tom thumb which would be even worse! Ugh!

A tom thumb is not a snaffle, its a curb bit. World of difference. And a "western" snaffle looks just like any other snaffle, with the same variations.
